コスタリカ大統領が娯楽用大麻を許可する法案を発表

コスタリカのロドリゴ・チャベス大統領は、レクリエーション用マリファナを承認するプロジェクトを発表しました

「医療用産業用大麻の規制を準備しており、娯楽用大麻の合法化法案を推進する」と大統領は述べた。

この提案には強い反対がありますが、一部の当事者は、大麻を非犯罪化し、この問題について率直かつ正直に議論することで妥協しようとしています。

「この提案をさまざまな観点から分析する必要があります。各省庁の意見を考慮すれば、この計画は実行可能です。すでに先進国で適用されていて、良い結果が出ていると思っています。オープンに色々と話していくことが重要です」と、進歩自由党のジョハナ・オバンド議員は述べています。

The President of Costa Rica, Rodrigo Chaves, announced a project to approve recreational marijuana

“We have prepared the regulation of industrial hemp for medicinal use, and we will promote the bill for the legalization of marihuana for recreational use,” The president said. 

There is heavy opposition to the proposal however some parties a willing to compromise by decriminalizing cannabis and discussing the subject openly and honestly.  

“We should analyze this proposal from different perspectives. The plan can be viable as long as the different ministries’ opinion is considered. I believe that it has been applied in developed countries, giving good results. It is important to speak openly”, noted Johana Obando, Congresswoman of the Progressive Liberal Party.
